The GRS was originally formulated in 2008 by CU, and the ownership was transferred to the Textile Exchange on January 1, 2011.

The mission of the Textile Exchange is to accelerate the sustainable development of the textile industry. This acceleration will only happen if measures are taken to ensure that real and meaningful changes are continued to be brought about. It is required to fully understand the problem and strive to verify the requirements. Third-party standard certification achieves this.

The Global Recycling Standard (GRS) is an international, voluntary and comprehensive product standard that specifies third-party certification requirements for recycling content, production and marketing chain of custody, social responsibility and environmental practices, and chemical restrictions. The goal of GRS is to increase the use of recycled materials in products and reduce/eliminate the hazards caused by their production.
