My thoughts:
1) You ask about a "Specific energy (kWh/t.km)"... I do not believe that such a parameter exists for belt conveyor design because of the various belt types, loadings, elevation changes, etc .. It sound like you want a preliminary motor hp number ... Your question, in my opinion, is vague and like asking for a "miles per gallon" rule for "vehicles" ....
2) Ten kilometers is a long way for a single belt, IMHO ...A single belt 10km long develops start-up and shut down issues, IMHO .. Don't you want to break this study up into multiple belt conveyors ? Perhaps six or eight ? This would enable belt replacement, inspection and maintenance to be more manageable. A belt conveyor considered by the industry to be "long" is typically 0.5 - 1.0 km ....
3) What is your desired tons/hr ? ... Why are you reluctant to post this ?
4) At a lengthy ten kilometers, (and with level terrain) have you considered a relay system of trucks ?
Strongly suggest that you begin conversations with a belt conveyor vendor, as was suggested above
